a. drill for more NG
b. use new technology to convert coal to pipeline NG
c. allow tax write offs for home owners who convert from heating oil to NG
d. allow tax write offs for car/fleet owners who convert to(or purchase) bi-fuel or NG only vehicles
e. allow a small Gas tax reduction (say 10 cents) for those service stations that install NG fast fueling stations.
f. allow tax deductions for the installation of home fueling stations
g. work with big rig manufactures and truck stops to move at least 20% of the long haul transportation industry to use NG as the fuel of choice. This will require big rig redesign, truck stops that have fast fueling from NG capability, etc.

2) Electricity
a. create a standard blue print for a safe, modular, DOE approved, nuke power plant.
b. accelerate nuke power plant production so that 50% of our grid supplied power will be provided from nuke power in 20 years.
c. create a spend fuel recycle plant at Yuca mountain to process spent fuel rods and recover as much of the uranium as possible
d. continue to fund the study and development of fusion power.
e. fund the development of low resistance materials for grid interconnect and distribution.
f. split the national grid back into 9 smaller “grids”. Require each grid to be able to supply 15% more power than needed for peak average use.
g. Interconnect all grids so that each grid can transfer or receive power from at least 3 other grids
h. provide tax write off for home owners who install wind / solar / micro hydro power.

3) Oil
a. implement a stream lined process for approval of new wells that bypass local / state regulations.
b. drill in ANWAR
c. drill in the gulf
d. drill off the coast of California
e. drill in the western Dakotas
f. drill in the oil shale of Rockies
g. remove the regulations that are preventing the building of new refineries and allow for tax deductions of new refineries.

4) Coal
a. begin massive building of coal to gasoline plants
b. begin massive building of coal to pipeline grade NG plants
c. build CO2 pipelines that will allow the distribution of CO2 to oil shale deposits. Later to be used as super heated CO2 and pumped into the shale to release oil.
d. further develop clean burning coal technologies
e. allow current coal operations to re-fit their plants to take advantage of clean burning technologies.

5) Bio-fuels
a. Kill any current federal investment and/or credits in edible foods to fuel (corn/beets/etc to ethanol)
b. Invest in cellulose to BUTANOL technologies
c. Remove the import tax on Ethanol produced in South America
d. develop a bio-diesel from algae program as a nationalized program until 20% of all diesel that is consumed in the US is from these bio-diesel plants - then split into 4 companies, and sell the shares of the four companies on the open market.

Properly executed, the above actions will move us away from dependence and move us much farther towards energy independence.
